Since the rotational speed of Earth rotation is uneven and the solar time’s second length is not uniform, there is a possibility of a time difference of one second between atomic time and universal time every year. To resolve this difference, the Coordinated Universal Time (UTC) was implemented in 1972, introducing the “leap second” whenever necessary. Presently, this job is responsibility by Paris Bureau International des Poids et Mesures (BIPM).
